Cheng to Tobrang (12km) stretch falls under Bumdeling wild life sanctuary (Trashiyangtse Dzongkhag). Bhutan accords highest priority for the preservation of environment. Taking a farm road through this stretch required a thorough EIA studies based on the TOR approved by NEC. APECS consultancy carried out a comprehensive EIA studies which helped obtained an EIA approval by Trashiyangtse dzongkhag from the NEC.

Following were the major scope of the assignment:
• Conducted public meeting to obtained the clearance from publics, shareholder etc.
• Carry out EIA study to ensure that the proposed farm road does not have negative impacts on the environment by engaging Environments, Sociologist, Environment economist, Geologist, Biologist, Road Engineers among others.
• To prepare comprehensive environmental impact assessment report which got approved by the National Environment Commission.
