The royal government has accorded top priority for the construction of Farm roads in the 11th FYP. However, quality farm roads are far from actual owing to lack of basic knowledge on inspection, monitoring and evaluation. Often management and maintenance issues arise owing to lack of adequate knowledge by the road users. APECS consultant assisted DOA to in preparation of comprehensive training module and provided training of trainers, agriculture extension officers and Gewog engineers on quality control/assurance. The quality of the farm road improved through closed knowledge based monitoring thereby getting value for money. Further, Training for Trainers (ToT) had ripple effect in that the trainers trained the road users group under each Chiwog.

Following were the major scope of the assignment:

• To develop Training Curriculum and Training Material;
• To conduct Training for Trainers on Farm Roads Construction and Monitoring( Both in theory and practice) covering 205 Gewog’s under 20 Dzongkhag’s.
• To prepare and submission of training reports with feedbacks for further improvements.
