Project Ref (2025-5): ADB Loan 4491-BHU: Distributed Solar for Public Infrastructure Project/

Narrative:

The Client has appointed the Project Implementation Assistance (PIA) consulting firm to assist the Project Management Unit of to support the project implementation, contract management, claims management, technical supervision, safeguards supervision, and capacity building.

Following were the major scope of the assignment:

• Reviewing the detailed design, supervision of construction, and contract management.

• Ensuring the EPC contractor has achieved pre-commissioning and issuance of the completion certificate, followed by commissioning, guarantee test, and issuance of the functional guarantees, followed by operational acceptance.
• Implementation and monitoring of environment and social safeguards.
• Assist in carrying out environmental and social due diligence and Initial Environment Examination and preparation of the reports as per ADB norms.
• Prepare operating procedures to ensure the effective operation of the rooftop solar PV system and equipment. This includes activities for (i) a condition monitoring program, (ii) a functional testing program, and (iii) routine preventive maintenance activities.
• Prepare asset management plans for the rooftop solar power PV system
